This is a prime example of “desperation housing”. A permit was obtained to do a burrow “take” to build this home. The burrow, during non-nesting season, was closed up and construction began on the home. Burrowing Owls have what is called “nest fidelity” and will try to return to their previous home, which is exactly what these owls did. They returned to their home and started to dig a burrow in the pile of sand in front of the home.
